SILVERDALE, Wash. – Hundreds of Sailors stationed on installations and tenant commands across the Pacific Northwest participated in seminars conducted by members of the Navy Personnel Command (NPC) Fleet Engagement Team (FET), Feb. 10-13.
FET seminars included an enlisted detailing brief, the new Career Navigator (C-NAV) program, and a rating overview for all enlisted Sailors within the submarine community.
The purpose of the visit was to give Sailors in the region training on how the C-NAV program impacts the fleet, and how they can better manage their careers.
Master Chief Electrician’s Mate Ted Hillebrand, Fleet Engagement Team member from Navy Personnel Command, said the new system is broken into three separate phases.
“Everything begins 13 months from the expiration of a Sailor’s soft end of active obligated service (EAOS),” said Hillebrand. “The first phase, consisting of four reviews, allows Sailors to re-enlist in-rate, convert rates or transition to selected Reserves.
“The second phase, also four reviews, gives Sailors a choice to convert or transition, said Hillebrand. “The third and final phase, only three reviews, will only give Sailors the opportunity to transition.”
Under the old PTS system, a Sailor could elect to keep trying for approval in-rate up through their final review. If they were not approved, the other options to convert or transition were no longer available and they would be forced to separate.
“It all comes down to manning,” said Hillebrand. “Rates that are under manned are going to have a better edge at staying in, but remember, if a Sailor doesn’t re-enlist, it opens up a spot, or if a Senior Chief decides to retire, it opens up a spot.”
According to the FET, 100 percent of eligible, command-approved Sailors who are in undermanned or balanced ratings will receive approval to re-enlist on their first application, and within 30 days. All command-approved first class petty officers will also be approved on their first review.
Electronics Technician 2nd Class (SW) Ron Recaido, a native of San Diego, Calif., who attended the briefing at Naval Station Everett said detailing and career issues have evolved several times over the past few years, making them confusing to him and many of his fellow Sailors.
“Now it’s like a whole new ball game to learn about,” said Reciado. “This training is good, in the sense that they are kind of updating everybody.”
Sailors are encouraged to verify their requests and check their status on Career Management System Interactive Detailing (CMS-ID).
FET provided seminars for the Sailors stationed on NSE, Naval Air Station Whidbey Island, Naval Base Kitsap, and the aircraft carrier USS Nimitz (CVN 68).
